NYSILC & Network Accomplishments

1999

Accomplishments:

  • Sponsorship of the "Points of View" cable access television program (every year since).
  • Grant Writing Workshop.
  • Private Sector Funding Workshop.
  • Resource materials provided to statewide network:
    • New York State Grants Guide and calendar.
    • New York State Policymakers Guide.
    • Strategic Planning Workbook.
    • Marketing Workbook.
  • Passage of the federal Ticket to Work and Work Incentives Improvement Act (TWWIIA).
  • $1.5 million dollar increase in the State Appropriation.

2000

Accomplishments:

  • Development and distribution of individually tagged PSA Media Kits for the statewide network.
  • Support of the NYS Attorney General signing on to the State of Minnesota's amicus brief in Garrett vs. Alabama that defends Title II of the ADA under the 14th Amendment.
  • $1 million dollar increase in the State Appropriation.

2001

Accomplishments:

  • $40,000 over two years to act as the court appointed monitor in Galusha v. DEC Federal consent decree.
  • Development and distribution of individually tagged Spanish speaking PSA Media Kits for the statewide network.
  • Statewide Disability Caucus held in Albany.
  • IL History & Philosophy training product developed and distributed to network.
  • Defeat of NYS Code Council plan to make 2% of newly constructed apartments accessible under the IBC and restoration of 100% adaptability in the construction of new apartments.
  • Coordination and systems advocacy of World Trade Center issues that impacted people with disabilities in the New York City area until CIDNY could regain local control.

2002

Accomplishments:

  • NYSILC provided direct training on IL History & Philosophy and/or Board Roles & Responsibilities at CILs.
  • Dissemination of statewide results - 2002 CIL consumer satisfaction survey.
  • Presentation at Region X conference in Boise, ID.
  • Co-presenter at IL NET training on Media Relations in Oklahoma City, OK.
  • Passage of a state Medicaid Buy-In program.
  • Passage of a state Most-Integrated Setting law (coordinating council).
  • Passage of the federal Help America Vote Act (HAVA).

2003

Accomplishments:

  • · $60,000 per year from the IL NET to evaluate and provide training and technical assistance to CILs and SILCs in Regions I & II.
  • SSAN leadership development training in Albany. · IL Annual Conference: Back to Our Roots in Albany.
  • Presentations at national conferences:
  • Presentation on Media Advocacy at SILC Congress in Anaheim, CA.
  • Presentation on Using the SPIL to Create Unity at Region III conference in Philadelphia, PA.
  • Co-presenter at Region VI teleconference on SILC's as Agents of Change.
  • Distribution of DVD Version of IL History & Philosophy product.
  • REPORT: 2003 Voting Machine Accessibility Survey.
  • Budget restoration/SSI COLA.
  • Support of NYS Attorney General Eliot Spitzer signing on to the State of Minnesota's amicus brief in Tennessee v. Lane before the U.S. Supreme Court.

2004

Accomplishments:

  • REPORT: Home Sweet Home…unless you don't have a home! A look at the housing crisis for people with disabilities in New York State and recommendations for reform.
  • REPORT: A Different Universe: Zogby voting trends report.
  • Dissemination of statewide results - 2004 CIL consumer satisfaction survey.

2005

Accomplishments:

  • Nursing Facility Transition 101 training.
  • Facilitated SILC Operations training in Bangor, ME.
  • Acquisition of the Wisconsin QUILS peer quality assurance product for the statewide network.
  • REPORT: Where the Rubber Fails to Meet the Road: A look at the negative impact transportation gaps have on the life of New Yorkers with disabilities and recommendations for reform.
  • REPORT: Complaints Reveal Widespread Patterns of Voting Discrimination Against New Yorkers with Disabilities.
  • REPORT: 2005 Voting Machine Accessibility Survey: Let the buyer…and disabled voter…beware!
  • NYSILC Article 78 lawsuit against the NYS Board of Elections in State Supreme Court. NYSILC awarded an appointment to the advisory committee to select voting machines per state statute.

2006

Accomplishments:

  • Sponsorship of the NYAIL 2006 Conference and Disability Caucus.
  • Development and distribution of a Financial Reference Guide to the statewide network.
  • REPORT: NYSILC Housing Institute Handout: The Housing Crises for Persons with Disabilities.
  • REPORT: Executive Summary: 2006 NYS Voting Access Survey Report.
  • USDOJ lawsuit against New York State for HAVA violations. NYSILC submits evidence and affidavits.
  • Dismayed with the Federal Judge's "Plan B" ruling, NYSILC and other plaintiffs file suit in Federal Court seeking intervention rights in the case represented by the firm Proskauer Rose LLP.
  • The judge routinely denied the plaintiffs' motion to intervene without reason. Proskauer Rose submits an appeal to the US Court of Appeals.
  • Voting trends of New Yorkers with disabilities conducted with the Siena Research Institute and Zogby International.
  • Dissemination of statewide results - 2006 CIL consumer satisfaction survey.

2007

Accomplishments:

  • Statewide disability vote training event held in Albany - Lt. Governor Paterson keynote speaker.
  • Surveys completed: Needs assessment, housing needs, CIL technology & equipment.
  • Housing Institute statewide training held in Albany - participants given IL housing specialists manual. · NYS Senator William Larkin introduces S.6311 - a proactive polling place access bill in the Senate based on the direct input of advocates.
  • Advocates generate over 500 letters in five days and convince the NYSBOE to drop consideration of segregated use of Ballot Marking Devices at countywide accessible voting sites for people with disabilities (including the use of affidavit ballots). The sites would be integrated for all voters.
  • Advocates defeat an amendment to HR 811 that would have suspended the voting access rights of New Yorkers with disabilities under HAVA until 2010. The amendment got as far as Speaker Pelosi and the Chair of the Rules Committee.
  • Through constant pressure, advocates help to guide and influence an updated court order that requires the state to have one Ballot Marking Device per polling place for 2008.

2008

Accomplishments:

  • Assemblyman Cahill introduces a "same as" bill to S.6311 in the Assembly regarding polling place accessibility. It passes on Assembly Disability Awareness Day.
  • REPORT: NYSILC Focus Group Voting Machine Testing Report.
  • REPORT: 2008 Disability Travel Survey.
  • Affordable, accessible, and integrated housing publications distributed to statewide network of centers (IL housing specialist manual updated).
  • 2008 post election polls/voting trends of people with disabilities (Zogby & SRI).
  • Post production of one hour voting rights documentary completed by DGI Video with assistance of Western New York Independent Living Project (to be released in 2009).
