NYSILC Full Council Meeting
March 15, 2002

Open Forum: Maria Dibble opened the meeting by
welcoming the new members. Frieda Zames' book, The Disability Rights Movement,
was chosen by the American Library Association to become a talking book. Steve
Lovi brought up the issue of the next two Council meetings being on Fridays
before two major holidays. We'll look at potential attendance problems as we
get closer. Doug Hovey announced that the HUD Super NOFA (Notice Of Funding
Availability) Supportive Services RFPs have been released, potential funds
available for advocacy issues.

Executive Directors Report Brad Williams
reporting.
- Brad spoke at the Niagara Falls Center.
- Brad highlighted the process that has been occurring
regarding the Federal Consent Decree in the "Galusha" case. NYSILC is the
monitoring agency. Funding has been received and a separate account set up for
these funds which will be disbursed over the next 3 years.
- Brad reported on the Disability Budget Agenda, EPVA took
the lead on this matter. Statewide involvement was achieved. This is a separate
agenda from the Disability Caucus. You may be asked to sign on to the
Disability Budget Agenda.
- Brad participated in the taping of two Points of View
shows on Emergency Management and Disability Issues and what are the factors
that play into political support of issues.
- The latest ILRU newsletter highlights considerable
information on Emergency Management issues. Copies may be obtained at the ILRU
website, www.ilru.org.
- Brad and Stephanie attended the SILC Congress in San
Diego. Brad presented a session on a SILC's Role in Emergency Management. As
well as co-presenting with Richard Male on Fund Development and Corporate
Partnerships.
- Brad was part of the NYAPRs Legislative Day where
Assembly Speaker Silver was presented with an award.
- New York State finally has a Medicaid Buy-In.
- Ralph Shields pulled together a comprehensive group of
TBI and Aging people on the issue of Olmstead.
- NYSILC has scheduled a Statewide Systems Advocacy
Network training for April 4-5 in Albany for the Regional Coordinators and the
Advocates.
Executive Committee Report:
- Executive Committee Report - D. Hovey reporting.
- See the report included in the packet. Resignations have
been accepted from Pat Figueroa and Paul Molloy. A letter has been sent to Fred
DeMay to remove council members due to lack of attendance. Fred DeMay has
responded and accepted the recommendation.
- With the five openings mentioned previously, the
appointment process to the Council should be started earlier to recruit new
council members. Replacements will not be appointed before January 2003.
- NYSILC's By-Laws need to be reviewed for potential
changes, especially as regards term limits. A By-Law Committee will be convened
to review and propose changes to the By-Laws. RSA's Informational Memo requires
ex officio members to be held to two consecutive three-year term limits.
- By-Laws Committee - Frieda Zames, Sharon Flom, Sharon
Shapiro-Lacks, Bob Gumson, Steve Lovi, Greg Jones, Maria Dibble, Doug
Hovey-Chair.
Committee Reports:
- Public Policy Committee needs a chair person. The
various sub-committees have no reports at this time.
- Housing Committee - Greg Jones spoke regarding a call
from the Governor's office asking for a position on SCRIE. Greg did relate
Building Code successes.
VESID Report Bob Gumson reporting.
- VESID will be releasing continuation applications
reflecting the $1 Million cut. Continuation applications are similar to RFPs,
but include a write-up of past 5 year accomplishments and project outcomes for
the next 5 years.
- Workgroup at VESID is working on a formula to show cost
savings regarding providing community supports to people moved out of
institutions. Report finalized, October 2002.
- State Reviews this year are Brooklyn, Niagara Falls and
Newburgh.
- ARISE - RSA's review and report is available through the
RSA office.
- Amsterdam - RCIL/Utica has taken stewardship. SED's
legal team has looked at the statute and there is no "community based" reason
why an ILC can't run another ILC.
- Cortland - Currently funded by a member item/cross-over
funds and from ILC State appropriations. No appropriation for Cortland after
October 2002. DOB could order VESID to fund it.
- Part B Funds - Discretionary funds set aside for
"Regional Best Practice Conference Opportunities;" CBVH, VESID and NYSILC will
discuss this matter shortly.
- Consumer Satisfaction Survey - Will be required in year
2 of the current SPIL.
- Recruitment - The process will be conducted April-June.
- Federal Funds - Each ILC will receive a 2% COLA and the
balance will be divided equally among the remaining ILCs up to the $200,000
level; approximately $14,000 for each of the 21 Federal ILCs

reporting. No update as to whether or not there are any Title VII Part B
dollars not being used at this time, however, if there are unspent dollars at
year end, CBVH would be willing to allocate those funds to the Statewide
Systems Advocacy Network. CBVH's ILC RFPs are in the selection process, two
RFPs submitted/2 grants will be awarded.
New Business:
- Discussion of committees on the Council - Mel Tanzman
has volunteered to Chair the Public Policy committee. Amy LaShomb volunteered
to Chair the Inclusive Education committee (formerly Transition committee).
Frieda stated Regina Estela had expressed a desire to Chair the Housing
Committee. Sharon Shapiro-Lacks volunteered to co-Chair with Chris Zachmeyer
for the Election Reform Committee. Steve Lovi volunteered to Chair the
Personnel Committee. Doug Hovey to Chair the Part B. Funding Committee. Frieda
Zames to Chair Transportation Committee. Victor Pagano to Chair Recruitment
Committee. New committee set up, Most Integrated Setting Committee, Mel Tanzman
to co-Chair with Sally Johnston. See the new committee listing in the packet.
Several Council members still need to select two committees to serve on. The
Statewide System Advocates will be required to serve on at least one NYSILC
committee.
- NYSILC By-Laws. See the Executive Committee report above
and the enclosed Committee minutes from 11 April 2002.
- 501H Status - Tabled due to lack of quorum. Request was
made for a listing of pros and cons on this issue.
