NYSILC Full Council Meeting

May 24, 2002

[These minutes are from the Secretary's notes, as the recording equipment failed. A new equipment company will be consulted for the next meeting. Corrections, changes, additions are welcome.]

Attendees: Maria Dibble, Chair; Doug Hovey, Vice-Chair; Amy LaShomb, Secretary; Frieda Zames, Member-at-Large; Judy Avner, Iris Banister, Michael Burgess, Marguerite Haring, Rosemarie McCaffery, Victor Pagano, M.G. Power, Sharon Shapiro-Lacks, Bob Shepherd, Mel Tanzman, Ron Bassman; Sharon Flom; Bob Gumson; Brad Williams, Stephanie Lawton.

Absent: Joe Bravo, Regina Estela, Steve Lovi, Greg Jones, Anne Marie Vadney.

Guests: Vincent Anderson; Denise Figueroa, ILCHV; and Bill Mullin-RILC.

Open Forum

Minutes of November 19, 2001 and March 15, 2002 presented. Motion by Mel Tanzman, seconded by Frieda Zames to accept the minutes as presented. Motion passed unanimously.

Executive Director’s Report: Brad Williams reporting.

  • Updated the Council on the Statewide Systems Advocacy Network’s Six-Month progress.
  • Presented highlights of activities for February, March and April.

Treasurer’s Report: Stephanie Lawton reporting. Presented the financial reports for the six months October 2001 through March 2002 as well as the 2000-2001 audit. Motion by Bob Shepherd, seconded by Amy LaShomb to accept the financials as presented. Motion passed unanimously.

Executive Committee Report – D. Hovey reporting.

  • Proposed changes to the NYSILC’s By-Laws were reviewed. The "Term of Appointment" issue was addressed. Doug Hovey was directed to correspond with VESID for clarification on this matter. The changes identified were accepted, including the requirement for term limits for ex officio members.

Committee Reports:

  • Public Policy Committee: The various sub-committees need to have meetings/conference calls, no reports at this time.

VESID Report – Bob Gumson reporting.

  • IL History and Philosophy training materials will be put on CD ROM and should be available in January.
  • Cost effectiveness of Deinstitutionalization.

CBVH Report – Sharon Flom reporting. Two CBVH’s ILC RFPs should be approved soon with July 2002 start date.
