November
19, 2001

Open Forum: Discussion was had regarding CDPAS in
NYC. The Olmstead conference has potentially been scheduled for February 4-5
will be in conjunction with the IL Legislative Day.
Motion by Sally Johnston, second by Fran Pizzola, to add
CDPAS to Public Policy Committee. Motion carried unanimously.
Mel Tanzman and Sally Johnston to co-chair the CDPAS
sub-committee.
Motion by Fran Pizzola, second by Mel Tanzman, to accept the
minutes of September 10, 2001. Motion carried unanimously.
Executive Directors Report Brad Williams
reporting.
- · Brad reported on the activities of the Statewide
Systems Advocacy Network to date. Several centers are still searching for
advocates; all are expected to have personnel in place by the beginning of the
year.
- Brad reported that the Medicaid Buy-In was not adopted
as it was viewed as new spending.
- In light of 9/11, crisis plans/emergency management
plans need to be examined. It was reported that each OMRDD district has a
crisis plan. In was recommended that Systems Advocates need to work with
localities and SEMO to review EMS plans.
- Via telephone conversation with Brad, Pat Figueroa has
resigned from the Council
- Manhattan Update: Brad turned this over to Sharon
Shapiro-Lacks, CIDNY's deputy director. Sharon said 9/11 has been a "learning"
experience on all fronts. FEMA and the Red Cross have needed a lot of coaching
regarding persons with disabilities and related issues. She noted the media
coverage in the Wall Street Journal and New York Times. It was also noted that
Red Cross assistance came only after NYSILC made contact with the White House.
Treasurer's Report: Stephanie Lawton reporting.
Financial reports for August and September were presented. Audit scheduled for
11/26/2001.
Motion by Sally Johnston, second by Amy LaShomb, to accept
the Treasurer's Report as presented. Motion passed unanimously.
Committee Reports:
- Housing Committee - There will be a meeting 11/27 at the
Governor's office regarding the Building Codes.
VESID Report Bob Gumson reporting. Bob
introduced Fred Ayers to the Council. Fred will be working with Bob going
forward. This year the Cortland ILC will receive $244,000, however, next year
hangs in the balance. VESID will soon begin drafting 5-year contracts. No RFPs
will be issued, but there will be funding continuation applications. It was
noted that the new Executive Directors for Albany, Harlem and Queens would come
to Albany for a 1-day training with VESID. Brad will be present at this
training for NYSILC.
CBVH Report [No notes were taken.]
New Business:
- Discussion of committees on the Council - At the next
Full Council meeting in March, the new members will be present and committee
structures examined. It was recommended that the "Transition" sub-committee
become "Special Education/Transition." Bob Shepherd requested assistance with
this committee.
- Discussion was also had regarding reviewing and possibly
changing/updating the NYSILC By-Laws. Maria Dibble agreed to review these.
Motion by Marguerite Haring, second by Bob Shepherd, to
adjourn until March 15, 2002. Motion passed unanimously. |
