September training of IL Training Academy – did a training in Syracuse – intensive 2 day session – 350 page manual came out of the process. On September 27 a Best Practices Conference was held in Albany – went well – transition to NYAIL of SSAN

Martin Coleman sent letter representing that State Board of Elections appoint a NYSILC representative (Frank Pennisi) to the committee. BOE wanted to settle, but chose to appoint Dennis Boyd. Extension until December 2, to have BOE convene and vote to appoint Dennis Boyd to the Election Modernization Task Force

If NYS BOE changes its mind and a hearing before a judge is necessary

Fees (filing) to be paid to Coleman ($305) and travel reimbursements for Martin Coleman as attorney for NYSILC

NYSILC is entitled to a representative and it looks like it will happen. Godino asks why BOE chose Boyd over Pennisi? Boyd represents a member from NYC

QUILS – What dies this mean?

NYSILC has participated in a VESID Quality Assurance Committee

RSA Regional Offices no longer exist

Has left gaps

Now there are federally funded ILCs and an RSA central office

VESID has tried to replace the support of regional RSAs by going out and doing site visits and broker deals to manage problems in ILCs where necessary

This has stretched VESID’s resources – there is a void

Need exists to fill gap and provide greater support to ensure that centers are up to national ILC standards

QUILS – Peer Review Model – operating in Wisconsin – is a model whereby ILCs can have “work program audits” QUILS costs $5,000.

Wisconsin consultants visit a site – trains the center – and –

Pratik Patel question. What flexibility do centers or NYS have to adapt the QUILS program to specific needs locally.

Brad’s response – New York folks do the work, so yes, it is adaptable.

Working with DDPC on several initiatives

DDPC has picked up funding of pilot projects for getting people out of nursing homes.

Competition with upcoming reauthorization of Rehab Act - Mentoring – in thinking ahead of curve – people in IL who have already navigated system successfully – set aside $225k for 5 grants (14 applicants – 5 awards)

Follow training for nursing home transition – worked with Mike Parris in Office of Aging and Nick Rose at DDPC – approving some for cross-disability training
