PRESIDENT CLINTON SIGNS THE TICKET TO WORK AND WORK
INCENTIVES IMPROVEMENT ACT (TWWIIA) OF 1999
WASHINGTON, DC - December

At the FDR Memorial, President Clinton signed into law the
historic Ticket to Work and Work Incentives Improvement Act of 1999. The Act
has four purposes [Section 2(b)]: 1) to encourage states to adopt the option of
allowing individuals with disabilities to purchase Medicaid coverage that is
necessary to maintain employment, 2) to provide individuals with disabilities
the option of maintaining Medicare coverage while working, 3) to establish a
return to work ticket program that will allow individuals with disabilities to
seek services necessary to obtain and retain employment and reduce dependency
on cash benefit programs, and 4) to provide health care and employment
preparation and placement services to individuals with disabilities that will
enable them to reduce dependency on cash benefit programs. Specific information
